    The South Carolina law says:
    SECTION 56-5-3410. Applicability of article to bicycles.
    The provisions of this article are applicable to bicycles whenever a bicycle is operated upon any highway or upon any path set aside for the exclusive use of bicycles, subject to those exceptions stated in this article.

    Our multiuse pathways are not for exclusive use of bicycles; thus, this law does not apply to HH pathways or beaches. Keep pedestrians safe. Put in designated bike lanes as the law states.

    I agree that safety education and speed are important challenges regarding ebikes on our multiuse paths, however using business licenses to force bike shops to govern speeds on rental bikes is not the best path forward. First, there are many places where using ebikes is safe at speeds greater than 12mph. Secondly, there are more privately owned ebikes than rental bikes now and the regulation has a large loophole if the bike is not capable of being governed.
